we need more dog parks in New Orleans...the one on annuciation st and nashville is a perfect model

There are certainly issues more pressing than this one- but if there is a good location available, this would be worth a go, given the density of apartments and condos in the area.

But- this idea needs to be developed further.

Is there any viable city-owned property in the area that is not being otherwise used?

there is tons of abandoned buildings and old warehouses. Problem is their owners are all waiting on it to be redeveloped. Some developer should make a deal with city hall...they will agree to give land to public for dog park in exchange for height ot FAR waiver.
